The Promise Progress Framework: An interactive dashboard on progress towards the promise

The Promise Progress Framework – which uses multiple sources of data to give a high-level understanding of progress to keep the promise – is now an interactive dashboard.

The Framework aims to answer the question from the Promise Story of Progress of how Scotland is doing in its progress towards keeping the promise.

About the Dashboard

The Dashboard is a new interactive version of this Framework, which first launched as a static PDF in December 2024. It presents the same vision statements, outcomes, and indicators as the original PDF version.

However, it allows for data to be updated regularly, instead of through a static annual report. It also enables users to easily navigate to find the data that matters to them, and see where progress is happening.

It has been created in partnership between the Scottish Government, COSLA and The Promise Scotland, as part of the wider Promise Story of Progress work.

How will the Dashboard be updated?

By December 2025, all indicators will be updated to reflect data that has been published throughout 2025. Like all updates to the Promise Progress Framework, this will require robust quality assurance.

The Scottish Government already have a way of providing this, which has been used on other dashboards such as the National Performance Framework. It allows for scrutinising, quality checking the development of indicators and applying qualifiers, such as direction of travel. 

To support applying this process to the Promise Progress Framework, a Promise Technical Advisory Group is being formed. It will be chaired by the Scottish Government’s Chief Statistician. 

By the end of 2025 the other two questions in the Promise Story of Progress – on how organisations are doing in their work to keep the promise and the impact felt by the care community – will also be updated.
