1,070,000 people of working age were living in poverty annually in 2021-24. The rate, 20%, better illustrates change over time, as it is not affected by changes in size of the overall population. This has remained broadly stable since 2009-12 (18%), apart from slightly higher rates in 2019-22 and 2020-23 (21%).
