On 5th February 2020, Scotland made a promise that all children would grow up loved, safe, and respected.

 

Welcome to Plan 24-30, Scotland’s shared planning framework to support work to keep the promise by 2030.

 

It sets out the remaining work required to transform how Scotland supports children, young people, families, and care experienced adults.

What is Plan 24-30?

Plan 24-30 is made up of 25 route maps, organised under the five foundations of the promise, each focused on a part of the ‘system’ and experience of it that needs to change for the promise to be kept. 

 

Each route map outlines the outcomes that must be achieved and who must do what by when to make the change required. 

 

The route maps in Plan 24-30 are designed to set out as clearly as possible what needs to happen to keep the promise by 2030. In the context of the Scottish Parliamentary elections in May 2026, it is acknowledged that some of the milestones from 2026 onwards are subject to decisions made by the new Scottish Parliament and future Scottish Ministers. As a dynamic and transparent planning framework, Plan 24-30 is designed to be able to adapt to the changing environment, while keeping a firm focus on the promise commitments for 2030.

What is Plan 24-30?

Understanding progress

Scotland must understand the progress it is making in work to keep the promise nationally, locally, organisationally, and at community level. It must know that impact is felt in the lives and experiences of children, young people, families, and care experienced adults.

Meeting in the middle

Five areas have been repeatedly identified as the major bridges and barriers to the promise being kept. All areas are systemic and relate more broadly to the wider public sector reform agenda. Plan 24-30 lifts these areas and illustrates how they relate to work to keep the promise and how they are interlinked.

FAQ

The Independent Care Review was a root and branch review of Scotland’s care system. On 5th February 2020 - guided by the stories, views and experiences of over 5,500 children, families, and those working in and around the ‘care system’ - the Independent Care Review published seven reports, including ‘the promise’. Fiona Duncan is the Independent Strategic Advisor - the promise, a role that includes chairing The Promise Scotland, the body responsible for driving the change demanded by the conclusions of the Independent Care Review, which she also chaired.

The Promise Scotland is an organisation that exists to support Scotland in keeping its promise to care experienced people. It will only exist until 2030, by which time the promise should be kept. Find out more about The Promise Scotland.
